Bhalukpong-Dekargaon passenger train soon

ITANAGAR, Aug 08: The new passenger train service between Bhalukpong and Dekargaon will be flagged off by Railway Minister Suresh Prabhu via remote video link on Aug 10 at 12.30 pm.

Taekwondo players win 4 Gold in national C’ship

ITANAGAR, Aug 08: The Taekwondo players have brought laurels to the state by securing four gold and a bronze medal in the recently held Cadet National Taekwondo Championship at Hyderabad, Telangana.

The gold medal winning players are Goda Ana, Phumcha Veronica, Atli Nisho and Jina Yangfo. They won the medals in Poomsae. Swarup Kiran won the bronze in boys under 37 kg category.

General Secretary of Arunachal Taekwondo Association (ATA) general secretary Tara Tagin was the Team coach.

Meanwhile, ATA president Kipa Kaha lauded the performance of the players.

Marde questions intention of Centre on solving Naga issue

ITANAGAR, Aug 8: While saying that the reaction from the Chief Ministers of Assam, Arunachal and Manipur have come little late on the Centre’s take on NSCN (IM) deal, former home minister Takar Marde has questioned the intention of the Centre on solving the Naga issue.

It is surprising to read in the news papers that the Chief Ministers of Arunachal, Assam and Manipur has not been consulted and "surprisingly" the nation’s Prime Minister has "forgot" that the neighbouring states of Assam, Arunachal and Manipur are confronting with NSCN (IM) since decades in maintaining peace and tranquility within their territorial jurisdiction on frequent basis interfering in socio-economic development from underground element, he said.

The three important districts i.e. Tirap, Changlang and Longding are direct victims of NSCN (IM) and NSCN (K) in every aspect of their life; he said and questioned whether the PM has accepted the demand of NSCN (IM) for “Greater Nagalim”.

Prompt investigation demanded

ITANAGAR, Aug 8: United Students Federation of Aalo (USFA) vehemently condemned the suspected murder of school teacher Kali Bulo at Mechukha and demanded a prompt investigation into the case to ascertain the actual cause of his death.

The law enforcing authority should ensure full-proof security to the teachers across the district to impart quality education to the students. Unless the teachers are protected it is futile to expect quality education, said USFA in a release.

Any atrocity towards the teaching fraternity deserves highest condemnation from the society. While demanding the law enforcing agency to ensure early apprehension of the culprit involved in the incident, USFA appealed to all to maintain peace.

“Let law take its own course to deliver justice to the family of deceased,” the release added.

Meanwhile, Boh Ramo Bokar (Adi) Elite Society has served a weeks’ ultimatum to the Officer-in-Charge of Mechukha Police Station to arrest the culprits involved in the alleged murder case.

Alleging police inaction, the society said that five days have passed but police is yet to find any clue to the mystery behind the death.

It urged the police to apprehend the culprit by any means within seven days in order to maintain peace and tranquility in Mechukha town in particular and the sub-division in general failing which it threatened to launch democratic movement.

Roads repaired through social service

ITANAGAR, Aug 8: Around 150 people under the banner of Senki View Development Committee (SVDC) has organised a social service at PHE Colony and repaired the road leading to Water Treatment Plant. The volunteers also filled the potholes and renovated the Senki View road. Large number of CRPF personnel including Commandant, 138 Battalion Ram Krishan, BJP National Council Member Tame Phassang, Kipa Logu, Chairman, SVDC also participated to boost up the morale of volunteers.

This social service is a part of the on-going nation-wide Swachh Bharat Abhiyan, said Phassang.

Kipa Logu informed that the Committee has banned illegal fishing and hunting to maintain the ecology of the catchment area. While appreciating the local residents for their generous contribution in the social service, Logu appealed them to extend cooperation in future also to keep the colony neat and clean. Ward No.7 councillor Ngurang Yachi also lauded the local residents for their overwhelming support to the social service.

KVK conducts training on Integrated Disease Management in Citrus

ITANAGAR, Aug 8: The KVK, Anjaw has organised a two days training programme on integrated disease management in Citrus at Sopliang on August 5 and 6. Altogether 60 farmers including rural youth and women participated in the training programme.

While highlighting the importance of the training, Dr. Tiling Tayo, Programmme Coordinator in-charge, ICAR, KVK Anjaw, spoke on the role of Krishi Vigyan Kendra (KVK) in agriculture and allied fields.

Senpon Ngomle, Subject Matter Specialist (Plant Protection), who is the training coordinator, delivered his lecture in details about integrated disease management of Citrus. He emphasised more on organic management such as use of bio-control agents, selection of healthy and disease free seed. He also asked the participants to go for scientific package and practices of Citrus cultivation. This was followed by method demonstration of Bordeaux paste preparation.

Subject Matter Specialist S P Singh (Social Sciences), Rebecca Eko (Horticulture), K. Naveen (Agronomy) and Er. U. Bhandari also spoke about their respective field of specialization.

Yoga camp at NERIST campus

NIRJULI, Aug 8: A one-day Yoga camp was organized at Shiv Mandir, NERIST by the Vihangam Yoga organization, a pioneer in yoga and advance meditation training. Orgs condemn alleged threat to Govt. official

ROING, Aug 8: Idu Mishmi Cultural and Literary Society (IMCLS), Cultural and Literary Society of Mishmi (CALSOM) and Idu Mishmi Government Employees Association (IMGEA), have strongly condemned the reported alleged threat to Joint Director of Youth Affairs Ramesh Linggi by a group of people on Sunday last.

According to reports, around 12 people barged into the official quarter of Linggi at Raj Bhawan area here at around 8.30 am and threatened him in front of his wife, children and old mother.

While strongly condemning the incident, the AIMSU, CALSOM and IMGEA called for maintaining communal harmony and brotherhood.

‘Breast feed babies from birth to six months’

ROING, Aug 08: Deputy Director (ICDS) Savitri Khamti encouraged mothers to breastfeed their babies from birth to six months for their healthy growth.

Explaining the importance of breastfeeding at the concluding day programme of the World Breastfeeding Week at Jia-II Musup here yesterday, Khamti advised the mothers to feed their newborn babies colostrums or first milk, which contains antibodies to protect the newborns against diseases. As per census report, she said, 24 percent of infants die within a week of their birth mainly because of not receiving breast milk.

Supervisor (ICDS) Jini Mihu explained the correct positions of breastfeeding and its benefits to both mother and her baby.

Dr. Rehman advised the mothers to breastfeed their babies regularly and said that night time was the best time to breastfeed.

He also advised the young adolescent girls to not become a mother before the age of 18 years as underage pregnancies lead to various health related complicacies.

Jia-I ASM Oimang Modi suggested for educating villagers the importance of breastfeeding in local language for better understandings.

President ABKWW Tinam Tayeng urged the participants to follow the suggestions practically and pass on the knowledge they have learnt to the next generation.

Headmaster Secondary School Jia, Obang Gao also spoke on the importance of breastfeeding.

Around a hundred nursing mothers, pregnant women, school going adolescent girls and other villagers, participated in the programme.

Give preference to candidates of Lohit and Anjaw: AMSU

ITANAGAR, Aug 08: All Mishmi Students Union (AMSU) strongly urged the Chief Conservator of Forest (Eastern Zone) for giving first preference to the candidates of Lohit and Anjaw districts in the walk-in-interview being conducted for recruitment of various clerical posts and forest guards under Forest Department.

Alleging that job aspirants of Mishmi community of Lohit and Anjaw are always deprived in every departmental interview, AMSU in a representation to the Chief Conservator of Forest demanded 80 percent job reservation for bonafide candidates of the two districts for the posts of LDC, UDC and Forest Guards, the interview for which are being conducted in their jurisdiction.

Memo to APB&OCWWB chairman

ITANAGAR, Aug 08: The Upper Subansiri district unit of All Arunachal Pradesh Labour Union (AAPLU-USU), in a single-point memorandum, has appealed to the MLA and Chairman of Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) to conduct mass awareness camp on the rights and various benefits extended to labourers by the Board for the labourers of the district.

There are more the 1000 registered workers/labourers in the district but they are totally ignorant about their rights and various welfare schemes meant for them, said the AAPLU unit in its memorandum to the Board chairman.

Call for retention of EE

ITANAGAR, Aug 8: The All Tali Pip Sorang Youth Welfare Association (ATPSYWA) has sought retention of EE PWD Tali Division Nani Chailyang and urgent posting of regular AE at Tali PWD Sub-Division.

In its representation to the PWD minister, it said that the officer has been transferred to Yachuli while a case of misappropriation and misuse of fund to the tune of RS 5.70 against Tamen-Tali NLCPR road is charged against him and the investigation is going on.

He should not be transferred before completion of the investigation; it said further adding that the present AE is a tainted officer.

28th convocation ceremony of IGNOU

ITANAGAR, Aug 8: A total of 640 students of Masters, B.Ed. and BLIS were awarded with degrees during the convocation ceremony of the Itanagar IGNOU Regional Centre held at Naharlagun today. Out of the 640 students, only 65 students have received their degrees and 575 students were awarded degrees in absentia.

In his address at the ceremony, P N Thungon, Director, state National Rural Health Mission, while congratulating all the recipients of the degrees, said hard work is the key to success. He advised the learners to be pro-active in exploring the opportunities provided by IGNOU.

IGNOU the Regional Director, in his address also emphasized on hardwork, keenness to learn and excel in the respective field by utilising the huge opportunities provided by IGNOU in different disciplines.

Centre to involve NE states on Naga accord as controversy continues

AITF asks Centre to come clean on NSCN (IM) deal while BJP welcomes

New Delhi, Aug 8: Prime Minister Narendra Modi today promised to consult North Eastern states in finalisation of the details of the peace accord signed with NSCN(IM) last week, Manipur Chief Minister Okram Ibobi Singh said here today amid a controversy over the issue.

The Manipur Chief Minister as also his Nagaland counterpart T R Zeliang separately met the Prime Minister here during which the issue related to the Naga peace accord was discussed.

A similar assurance was given to Zeliang who was accompanied by his Home Minister Y Patton during the meeting with Modi, sources in the state government said.

The Prime Minister's assurance comes against the backdrop of attack by Congress President Sonia Gandhi on him, saying that North East Chief Ministers were not consulted on the Naga peace accord.

The Manipur Chief Minister, along with his counterparts in Assam and Arunachal Pradesh, had protested for not having consulted the neighbouring states of Nagaland before signing the initial accord with NSCN-IM on Monday.

The NSCN-IM, which had given up its original demand of sovereignty a few years ago, has been asking for integration of Naga-inhabited areas in Manipur, Arunachal Pradesh and Assam. All three states are opposed to the outfit's demand.

The Arunachal Indigenous Tribes Forum (AITF), a conglomeration of all the apex tribal community based organisations (CBOs) of Arunachal Pradesh urged the Govt of India to clarify the contents and the other terms of the peace accord with NSCN (IM).

The affected people of Arunachal Pradesh have every right to know as some territorial areas of the eastern Arunachal Pradesh shares borders with the Nagaland, said a press statement.

“We are aware of the fact that one of the long drawn pending demand of the NSCN (IM) faction has been for creation of Greater Nagalim comprising Naga inhabited areas of the Manipur, Assam and Arunachal Pradesh with the present State of Nagaland”.

Though there is no clear indication whether the Govt. of India has accepted the demand of NSCN (IM) for Greater Nagalim, AITF wanted to know the status of the territorial integrity of Assam, Arunachal and Manipur.

Signing peace accords without wider consultation of the concerned State Govts and its citizens will create more problems as it would hurt the sentiment of the affected people of the region and it also affects the territorial interest of three states with reference to the Greater Nagalim demand of the NSCN (IM), it added. It further wanted to know why the contents of the accord have not been put in public domain.

Meanwhile, AITF appealed other NGOs and citizens of Arunachal Pradesh to check the factual contents of the accord before welcoming it as it may go against the territorial interest of our own State.

AITF further stated that it is too early for the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) to welcome the NSCN (IM) and Govt. of India peace accord signed on 3rd August 2015 without knowing the factual content and terms of references of the accord.

Meanwhile, Bharatiya Janata Party (BJP), Arunachal Pradesh has welcomed the peace accord signed between Central govt. and NSCN (IM) saying that it marks an end to the insurgent problem of almost 6 decades. “This agreement would be ensuring peace and harmony and stability impetus given to development of the region considering the sentiments of the people of Nagaland and its neighbouring states, which would pave the way for rapid economic development of the region.” The BJP state unit further said the peace accord will also pave the way for solving the problems of other insurgent groups operating in the region. Referring to the remarks of AICC President Sonia Gandhi, the state BJP said “It is astonishing that the Sonia Gandhi is playing partisan politics on the peace accord terming it an insult to the state Congress government, whereas the State Chief Minister, Nabam Tuki had reportedly welcomed the peace accord.” The BJP further said the AICC which failed to attend Naga (problem) and addressing root causes of the development isolation to the NE states could have been the part of solution to these problems. Search operation intensifies to

trace the missing chopper

ITANAGAR, Aug 8: Search efforts have not yielded any results for the fifth day today after the disappearance of Dauphin VT-PHK Pawan Hans Helicopter with DC Tirap Kamlesh Joshi and two pilots Captain M S Brar and Captain Rajeev Hoskote onboard between Khonsa and Longding on Tuesday.

With each passing day, the hope of finding the chopper intact is diminishing but search operation has been beefed up in.

Large contingent consisting of Army and of Public, Police and Civil Administration focussed their search in and around Thingsa village including Samlian and Dadam hills.

Today Indian Air Force did extensive aerial operations clocking more than 13 hours as well Infra Red Technology based operation by C130 aircraft. Grid by grid thorough aerial search was also done based on records of the radar tracking of the missing helicopter before it went out of radar and ground reports based on public witnesses, according to Dr B M Mishra, Secretary Civil Aviation.

DIPRO Tirap Denhang Bosai adds that most of the areas between Sanliam and Dadam where the chopper was reportedly sighted last by some hunters and villagers were searched but nothing could be sighted as yet.

In the evening a coordination meeting was convened by the Deputy Commissioner, Changlang, Chanchal Yadav, who is overseeing the search operation attended by elected representatives of Longding and Tirap districts, Civil Aviation department and CRPF, Panchayat leaders. The SP, Tirap urged the MLAs to provide able-bodied villagers to assist and guide the security forces engaged in search operation adding that the help of the local guides was crucial for a successful search operation as the security forces were not familiar with the terrain. The Commandant of 36 CRPF assured to establish base camps wherever required with the help of Assam Rifles and other agencies.

WCD and DoTCL minister Wanglin Lowangdong told the gathering that the district administration was receiving all possible support from all quarters and appealed to the officers to motivate and guide the villagers who would prove to be the trump cards in the long run since they knew the terrains like the back of their hands. All the MLAs urged the government agencies and villagers not to give up hope till the chopper was located and suggested that all the uncovered areas must also be searched to ensure that no stone was left unturned.

Joshi's relatives, including his wife have arrived at Khonsa, reports PTI.

Meanwhile, Union Home Secretary L C Goyal also reviewed the search operations at a high level review meeting with state and central government agencies involved with the search operation.

The meeting was attended by the Defence Secretary, the Telecom Secretary and senior officers of Arunachal Pradesh government and Ministries of External Affairs, armed forces and central intelligence and security agencies.

Earlier, Cabinet Secretary Pradeep Kumar Sinha reviewed the ongoing search operations of the missing chopper and has directed that all available technical including satellite imagery and human inputs must be deployed by both the state and central government to locate the missing officers and the helicopter, an official statement said.

Lok Adalat settles 34 cases

ITANAGAR, Aug 8: Altogether 34 cases were disposed off in the monthly sitting of the Lok Adalat held by Arunachal Pradesh State Legal Services Authority (APSLSA), Yupia in coordination with the Judicial Officers at various courts in the state today.

As per the information available, the Lok Adalat of Yupia District and Sessions Judge has disposed off two mact cases awarding Rs.7 Lacs to the claimants. On the other hand, Additional District and Sessions Judge, Basar disposed off one money suit case, the Chief Judicial Magistrate, Yupia has disposed off six bank recovery cases. While the Chief Judicial Magistrate Roing disposed off 2 civil cases, 19 criminal compoundable cases have been settled by the Judicial Magistrate first class Daporijo. The Judicial Magistrate First Class Court Khonsa has settled 4 criminal compoundable cases, according to an official release.

State BJP seeks action over CAG report

ITANAGAR, Aug 8: A twenty-member delegation of Bharatiya Janata Party (BJP) Arunachal Pradesh including party MLAs and leaders called on the Governor and Chief Secretary yesterday and submitted a three-point memorandum demanding disclosure of action taken against the 16 major departments and 25 State Autonomous Bodies who have allegedly failed to submit fund utilisation certificates.

Citing CAG report, the BJP said the state Govt has not given any indication about any action initiated against those departments and autonomous bodies of the state who have not submitted UC till date. The party leaders during a press meet today further demanded for action based on Comptroller and Auditor General of India (CAG) report on the alleged violation of financial rules, misappropriation, siphoning of fund both under centrally sponsored schemes and state fund.

Expressing concern over the delay in finding out the missing Pawan Hans Dolphin Helicopter, the Party demanded that agreement signed with Pawan Hans should be revoked immediately and advocated for an alternate arrangement for the safety and security of the people who are using the helicopter services. The party also demanded immediate revocation of agreement signed with Pawan Hans Helicopters Ltd (PHHL) and handing over the Itanagar-Banderdewa road to Central agency.

While referring to the deteriorating condition of the road in state Capital, particularly from Itanagar to Banderdewa, BJP said “it is shameful on the part of the state Government that all weather road is not available even for the state capital.” State BJP president Tai Tagak, vice president Techi Necha, spokesperson R K Khrimey and BJP general secretary Dominic Tadar were present in the Press meet.

Illegal mining of river minerals degrading environment

CHANGLANG, Aug 8: Mining of minor minerals like pebbles, sand shingles and boulder at the Tirap River has been going on unscrupulously for over 15 years. The matter is getting from bad to worse with at least six stone crusher machines being active in Changlang division. The crushers need a constant supply of stones. However, none of these stone crusher units have acquired valid licenses from the state government or NOC from the Geo Appraisal Committee, strange enough some of these units even got electrified through RGGVY.

Despite the 2013, National Green Tribunal (NGT) order clearly stating that mining of minor minerals in rivers without environmental clearances from Ministry of Environment and Forest is illegal, the owners of these stone crushers, driven by greed engage profit mongering non-APST contractors who readily pay a minimal amount from Rs. 30000 to 50000 depending upon the area to villagers as a lease money for quarrying season, whereas the income generated by stone crushers exceeds Rs.10 lakhs per month even after paying royalty to the state exchequer.

Excavators and dumper trucks plying day and night on the riverbanks are constantly degrading the environment. Such unmitigated exploitation of natural resources has destroyed the habitat of many aquatic lives besides, flora and fauna of the Tirap river. Moreover, people living in the proximity of these stone crushers have also cited health related problems due to constant noise and stone dust pollution. Recently, in the wake of strong public complaints, the Changlang district administration decided to put a blanket ban on 2 two units of stone crushers at Namtok circle in March this year.

KVK join hands with Tata Trusts on mithun conservation

ITANAGAR, Aug 8: To reach the remote country side with prompt veterinary services, Krishi Vigyan Kendra, Papum Pare in collaboration of Department of Animal Husbandry & Veterinary organised a day long Mithun vaccination and treatment programme for free under sponsorship of Navajbai Ratan Tata Trust (NRTT) at Dorpa village (Kimin) on Aug 7.

All together, 86 Mithuns were vaccinated against Foot & Mouth Disease (FMD), Heamorragic Scepticeamia (HS), Black Quarter (BQ) disease and 30 Mithuns were treated against various diseases during the programme led by Dr. Takio Taram (Vety Officer, Kimin).

B. S. Taraporevala (Secretary cum Chief Accountant, Tata Trust, Mumbai) along with Dimbeswar Bora (Assistant Manager, Tata Trust, Guwahati) visited the community Mithun and its natural habitat conservation project site at Lora Top, Kimin and interacted with the Mithun farmers of the locality. They verified the assets created including Mithun sheds, fencing components, trench digging funded by the Trust with contributory community support by the KVK Papum Pare for community led sustainable Model of Mithun Husbandry.

Earlier, Dr. T. Heli, Programme Coordinator KVK Papum Pare while giving an over view of the Community Mithun Conservation project sponsored by the Tata Trust informed that back drop behind the success of project is building a sense of belongingness among the farmers towards the project followed by empowering them the technical know-how to carry forward the project. He informed that Mithun farmers of the locality through awareness camps were mobilised under a single umbrella and helped with Corpus Fund generation to meet up the eventualities of the Group. He informed that with initially 700 Mithuns which got increased to 1000 plus (by now) are secured within the Community Forest area of 900 Hectares, bounded by 7 Km running fencing, 3.5 Km trench digging, 1.7 Km temporary fencing (stream and river basin) and rest 2.5 Km natural barriers in the project boundary.

He further highlighted that the Kendra has been playing pivotal role linking between the line departments for the services to the Mithun farmers in the area in addition to technology back stopping through training, field demonstration and exposure programmes to give first hand information to the farmers.

Taba Taro, President Mithun Farmers Club, Lora Top, Kimin informed that conflicts due to crop damage caused by Mithuns has been checked, Mithun disease issues are minimised due to timely vaccination and treatments thereby Mithun farmers are gaining additional income from their Mithuns in the locality.

The team of Vets from different Veterinary institutions comprising of Dr. Tanya Garam (Banderdewa), Dr. Bage (Nirjuli), Dr. Nabam Tagi (Sagalee) and Dr. Perme (Subject Matter Specialist, KVK, P/Pare) and team of Para vets organized a Farmers-Scientists interaction Programme after the Mithun health camp. Among others they discussed the need for conservation of mithun’s natural habitat inclusive of the other wild animals and bird’s conservation in the project area by strictly banning the hunting and tree felling

During the programme, the officers extensively dealt about the eye-worm infestation caused by Thelezia which ultimately leads to white spots in the eyes of Mithuns causing blindness. They advised the Mithun farmers to inject with broad spectrum anthelmints viz. Ivermectin injection in consultation with the veterinarian of Kimin Veterinary Dispensary.

Villagers demand early construction of RCC Bridge over Sika river

RUKSIN, Aug 08: The local villagers have demanded early construction of the proposed RCC bridge over Sika river between Sika Bamin and Sika Tode villages under Sille-Oyan circle in East Siang for public convenience.

The Bailey bridge over the river was damaged when a truck laden with rice bags beyond permissible limit was crossing it on June 11 snapping road communication. The driver and handyman of the truck fortunately escaped the accident unhurt.

The Pasighat PWD division, following instruction of local MLA Tatung Jamoh constructed a log bridge and temporarily restored the road for light vehicles.

The bridge along Rani-Jampani road linking Oiramghat at Assam-Arunachal boundary serves as the main communication link for the people of Rani, Sika Tode, Sika Bamin, greater Jampani area. It is also a sub-way of National Highway-52 for the villagers under Ruksin circle.

On the other hand, the road portion between Sika Tode and Rani is lying unrepaired for years, causing immense problems for the motorists. Moreover, the two weak bailey bridges on the route are putting vehicular movement at risk.

A road construction project under NLCPR is being implemented along the road linking Yagrung area and Jampani near the inter-state boundary with Assam.

Gangte Togung took early lead in the 18th minute with a goal from Gyamar Apa which was equalised by APP in 32nd minute through goal from Leley Sonam.

Solung Football : Donggin Yameng defeat Nulu Nubu

ITANAGAR, Aug 8: Donggin Yameng FC defeated Nulu Nubu FC by a solitary goal in today's first match of the Itanagar Solung Football Tournament played at DNG College playground in the morning.

Kochang Lino scored the only goal of the match in the 8th minute of the second half. Siang United FC scored one goal in each half to beat Giidi Lepang FC in the second match.

Noshi Saroh and Megu Jongkey were the scorers.

The third and last match of the day was played between Pameng Patang and Abotani FC and the match was won by Abotani FC by 4-0 goals. Son Nonang scored two goals in the first half while Tanurang Jamoh and Kaling Aje scored a goal each in the second half, according to organising committee.
